X9D+ 2019 fails to boot with 2.3.9

I have tried a couple times to upgrade from 2.3.7 to 2.3.9 and the radio just gets hung. Here is my process. I pull the trims in and hit power, then plug in to USB. Load 2.3.9 as seen below and update the firmware on the radio. When complete I pull the USB plug and the switch light goes to a dim blue and that is it. The radio is locked. I pull the battery plug and reinsert it. As soon as I touch the power switch the switch light will go to a dim blue and the device is hung. The only way I have found to get out of this is to remove and reinstall the battery. Then boot to the boot loader menu and push the older 2.3.7 firmware. I was going to log an issue on GitHub but I wanted to see if others have seen this and if I am doing something wrong.

In bootloader copy the firmware file to the card, disconnect USB and flash from the bootloader menu.

We don't know, but it sometimes does.
