As I think this is for scale WW2 bird, then YES 45° appears excessive! This is a classic problem with brands like FreeWIng. I almost always have to start with the throws set at half that called out in the manual for the high rate as my high rate for the test flights. I think some manufacture are trying to get you to crash so they can sell you parts or a new airframe! In the old days the designers often gave conservative set up values so you could have a fighting chance at surviving the maiden tempt, not so today!
Rule of thumb, I get concerned when I start setting up a plane where the control deflection is more than 30° (60° total). I like to set up my throws for 30° with full servo resolution. Often time I will drop the elevator to 20° to 25° as I move the CG aft (I hate ships that zoom up as I come out of a dive). I then readjust the servo arm and control horn ratio to maintain full servo resolution.The one exception to these rules is the rudder. I like to use as much rudder as I can get, often time a bit more than 45°. This is one of the reasons it takes me at least 10 test flight to setup a ship into proper trim!

Not sure. I think that's total movement. As a rule of them I set the deflection per plans/instructs then fly at 75 percent on maiden then second flight on full rates and see if it's goid, needs more, or needs less.
I always have triple rates setup for elevator and ailerons so if it is too much to too little throw I can flip a switch and get back down safer.
Total agreement with Konrad's post above. I RARELY even check a manual for the control throws, I just setup based on my experience. The one exception is snap flap settings if a manufacturer was nice enough to give them, and elevator throws on a plank style glider.

My last mustang had 30 up 30 down on the elevator by the manual. (ESM) after.maiden and some fiddling, they ended up at about 28 and 28 but with expo at 8 percent. It flew well for a cheap ARF that was a touch nose heavy. I figured on this one be around 23 and 23 if I can get cg dead on.
