Neuron 60S Low RPM only

I've just hooked up a Neuron 60S and it hardly revs up at full throttle. I've done the conventional full throttle power up method for setting the esc but it still just revs low. On the BLHeliSuite it shows a Min 1004 and a Max 1994. The telemetry shows 3100 rpm at full power with less than an amp draw. It is a Mega 22/30/3E motor https://alofthobbies.com/mega-acn-22303e.html I was running on another esc and that one did fine lots of power. Any suggestions on what I should try next to get full power?

Looking at that setup.. two things I'd try
One is increasing the motor timing. I'd start with 16 degrees and see if that changes anything.
I'd also greatly increase ramp power -- say to 150%
